Minto began in 1898, when the Canadian National Railway was moving westward through the area. The SE 1/4 and the NE 1/4 of Section 19, Township 5, Range 19 West was designated as the townsite. Minto was named for Sir Gilbert Elliot-Murray-Kynynmound, 4th Earl of Minto who was the Governor General of Canada from 1898 to 1904.
The first Postmaster (in 1898) was Alexander Scott and he served until his death in 1920.
The Minto Cemetery Company, formed in 1900, purchased 5 acres at a school land auction for "no more than $20 an acre". It was in Sec 29-5-19W which is the section just northeast of the townsite.
The Municipal Offices for the RM of Whitewater are in Minto. It is a small municipality with a population of only 634.
