Carol and Park B. Smith donated $10 million to the College for the construction of a major new building. The project involved the construction of a plaza created between the new building and the existing structures, Fenwick and O'Kane Halls. The fountain is in the center of this plaza. The donors requested that the fountain be called the Frank Vellaccio Fountain in honor of the current Senior Vice President of the College.
At the center of the fountain is a sculpture of the Eustache de Saint Pierre. He is surrounded by a circular fountain which is the focal point of the area. The statue is carries a 1979 copyright from the Musée Rodin.
