From his native home in Norway Mathew S Anderson was inspired by the state health care there, he campaigned from the mid 1920s for a similar system in Saskatchewan.
His plan was to have an annual fee of five dollars that would include unlimited access to a doctor, 21 days hospital care, and prescription drugs. As a Reeve for the RM of McKillop he did not have the authority to collect a levy. So Anderson worked with the provincial government to draft legislation for this levy. In 1939 the "Matt Anderson Bill" was passed. Health care districts based on this plan were later established.
