Although it appears to have been repainted...this fiberglass bear is clearly Yogi Bear from the Hanna-Barbera cartoons. He made his debut in 1958. This statue has the green tie and hat that Yogi wore..and the stiff shirt collar (but no shirt!). He was created by William Hanna, Joseph Barbera and Ed Benedict. He was so popular that he got his own cartoon TV show in 1961. He was almost always paired with his friend Boo-BOO (also a bear). He was also a feature or star in a few animated movies. His catch phrase was "I'm smarter than the average bear!".
