Verbage from the plaque:
This land surveying system, drawn up by a committee chaired by Thomas Jefferson, was adopted by the continental Congress on May 20, 1785 as the method of survey for the vast public domain.
All lands north of the Ohio and West of the Mississippi Rivers were surveyed by this rectangular system of sections, townships, ranges and meridians that is still in effect today.
Dedicated to the deputy surveyors of the General Land Office, who, overcoming many obstacles and enduring much hardship, surveyed most of Whatcom, Skagit, Island and San Juan counties between 1856 and 1910.
