St Katherine's Dock is one of the old docks that used to receive ships from around the world. It is now a marina and, as the Thames is tidal, a lock has to be passed through to enter the dock. The flagpole sits on the west side of the lock entrance in the Thames and was probably used to send messages to ships that wished to enter the dock by using the International Code of Signals Flags (Interco). With modern means of communication the need for flags has passed.
