This is located in St. Catharines, Ontario...in the Garden Village Co-Op housing unit. Just north of Laura Secord Secondary School along Niagara St.
Why 16km/h? Is 10 km/h too slow.....does 15km/h just not sound right?
Maybe it used to be 10 miles per hour and they did a literal conversion when we switched to metric...?
Who knows...
