The grounds of Osgoode Hall, on Queen Street West, are a peaceful spot to get away from the rush of downtown Toronto. I saw a few dedicated trees on the front lawn when I was there and this one dedicated to Carlos Manuel Sousa was one of them.
I don't know what type of tree it is but it does look healthy and has ample space to grow.
