The time capsule is in the plaza next to the city hall building. The plaza itself dates back to the 1910s. The time capsule is inside a 5 ft tall pyramid. On the face of the pyramid is a plaque that reads:
"WITHIN THIS TETRAHEDRON IS IMBEDDED A TIME CAPSULE , PRESERVING THE RECORD OF OUR COUNTRY'S 200TH BIRTHDAY AS CELEBRATED BY THE COMMUNITY OF HOLTVILLE, CALIFORNIA. DEDICATED THIS JULY 4, 1976. TO BE OPENED JULY 4, 2026."
