The dinghy is called "THIS WAY UP" and looks to have been a tender rather than a sailing boat design. The council fill the boat with soil and change the plantings. Nearby is another flower display, looking like a fir cone, but made of stainless steel.

Heysham (pronounced Hee sham) is a very old fishing village with a long maritime history. Fish and fruits of the Morecambe Bay sands were brought ashore here. This planter and nearby anchor cerebrate Heysham's past.
Is there a tour: no

If boat is a garden what was planted in it: grasses and purple flowers.
