This is a white flag with "City of Willard, Missouri" in black lettering along the bottom of the flag. In the center of the flag, is the Willard City Seal. A large white star with a multi colored steam locomotive is in the center of the seal. The rays of the star separate a black circle into five sections - The city name - Willard. Missouri is at the bottom with the date - 1884 inc. 1949 in the void above the arc and between the two rays of the star. To the left and going around the circle are Community - with the outline of three people in the void; Education - with books and a mortar board in the void; Family and Growth with a large and a smaller heart in the void; and Service - with a hand holding two heads of wheat.
