This three-storey Georgian-Revival style octagonal building with a clock tower, which houses a bell, was completed in 1854. It was the administrative building for the Charlestown Navy Yard and designed to organize the workforce. At a time when workers did not usually own watches the bell was used to assemble (muster) the workers so that they could be given their daily work assignments. A central clock was an essential feature of many communities. All clerical work required for the operation of the Navy Yard was performed in this building.
