The Hart is the symbol of Hertfordshire and appears on the county's coat of arms and elsewhere on official buildings. The Swedish word for stag is 'hjort' and the Dutch word 'hert'.

The white hart also appears on the livery of Richard II. This one had a foot resting on a barrel of beer.

The use of the word 'tap' in a pub name would usually suggest that there is a brewery nearby. I am unable to find a history of brewing close to this spot though.
