Initially, an anchor may have simply been one of those handy visual signs, like a branch or a vine, but there may be more to it than that.

Obviously, The Anchor is a seafaring reference. A sailor returning from sea to open a pub, or when found by the sea, a clear invitation to seafarers to come into a pub with a familiar sign.
Maybe.
It may also be an altered spelling. An anker was a liquid measure of about eight and a half gallons. This was a measure commonly used in Germany and in Britain, although a Scotish anker was only two and a half gallons.
