According to the Illinois New Deal Art website at (visit link) and the Smithsonian database at (visit link)
the work was by the sculptor Edouard Chassaing, is made of plaster and was completed in 1937, commissioned by the Works Progress Administration.

I learned from "A Guide to Art at the University of Illinois" (visit link) that Chassaing served as the head of the WPA Illinois Arts Project sculpture division.

This sculpture strikes me as being one of those forgotten ones that people just pass by without looking up to see. I found it very interesting and worth the visit.
