The memorial is located at the south end of the Broadway Street Green in Windsor. The memorial has a large bronze eagle with its wings spread standing on a base of mortared stone. The base has a bronze inscription: "To The Patriots Of Windsor" located below a bronze wreath. The eagle was sculpted by Evelyn Beatrice Longman and was dedicated November 3, 1929. The memorial is a contributing object to the Broad Street Green Historic District on the National Register of Historic Places.
