This Memorial was erected in 1884. The Smithsonian's Inventory indicates that it is also known as the Soldiers and Sailors of Civil War Monument.
The Inventory (visit link) describes the monument thusly:

"Standing figure of a Union Army officer on a tall granite obelisk, holding a flag on his proper left side with both hands. On one side of the obelisk below, stands the figure of a sailor looking south through a pair of binoculars. On the opposite side is the figure of a soldier holding a rifle on his proper left side. Between the upper and lower figures are listed major battles of the Civil War, Shiloh, etc."

A 1968 time capsule is located in the base of the monument and is scheduled to be opened in 2068.

DIFFERENCES NOTED BETWEEN THE INVENTORY LISTING AND YOUR OBSERVATIONS AND RESEARCH:
It is unusual for a Smithsonian description to use the word "etc." since they are usually completely thorough. Here it uses "etc." when indicating that the monument has some major battles engraved on it. The description does mention "Shiloh" before th "etc.". I noticed that "Appomattox" was one of the others mentioned.
