Conceived during the Great Depression by Thomas Thompson (Norfolk City Manager at the time). In 1938, the first 25 acres were cleared and planted. The first phase of the gardens occupies 175 acres and was the creation of about 200 WPA paid women.

Garden has grown from humble beginnings as a WPA project to a garden filled with thousands of plants. More than thirty themed gardens are spread across the site. Some gardens focus on a single plant (camellias, hydrangeas, roses), others look at a plant from a specific region (Japan, Virginia), while others provide homeowners with great ideas and or new plants to use in their own garden. Hours:
Open daily during these times:
9 am - 5 pm: October 16 - March
9 am - 7 pm: April - October 15
CLOSED on Thanksgiving, Christmas and New Year's Day.
No pets are permitted.
Bicycles are permitted only on Bike Nights: Monday, Wednesday and Thursday: April 1 – October 15, 4 – 7 p.m.
Visitors under 16 must be accompanied by an adult.
