This 8 foot diameter globe is a 9/11 Memorial with a nod toward Tacoma's sister cities.
The globe is part of the city's Public Art Tour... and that Tour's website (visit link) adds the following information:

"This memorial 8' Globe and neighboring flag are meant to extend a message of peace and unity to the global community following the 9-11 terrorist attacks. The globe shows the positions of Tacoma's 10 sister cities and 5 sister port cities.
