Although there's no information present at the sculpture, according to the Smithsonian Art Inventory this is an "abstract rendering of a gopher tortoise, with its head, tail and four feet extended." The Smithsonian page also states that "A song for the dedication of the statue was written and recorded by the Bellamy Brothers of San Antonio, Florida."
Each year the city of San Antonio hosts a Rattlesnake Festival in the park. Perhaps in homage to the sculpture or gopher tortoises in general, one of the popular activities at the festival is a Turtle Race in which contestants pull mechanical turtles made of wood along strings in a race to the finish.
