The plaque reads:
World War I
Overseas Flyers
1917-1918
[includes graphic of WWI style Bi-plane]
The dates on this memorial are very telling. Many US citizens went to Britain and France to join their flying forces against the Central Powers (Germany, Austria-Hungary, Ottoman Empire and Bulgaria). Prior to the United States entry into 'The Great War' (later WWI), these men were stripped of their US citizenship because they were serving in the army of a foreign power. The United States entered the war in 1917, thus the American Flying Corps was developed. So, while Americans served in the burgeoning 'Air Force', the plaque can only honor service from 1917-1918.
This monument sits in Cadet Plaza at the US Air Force Academy which is easily visited by the public. There is no explanation as to the organization who placed the monument or when it was placed. The wings look older than the plaque.
