This mural is painted on the end of a terrace of buildings and brings an enormous amount of brightness to what, being honest, is a drab area. The likeness would appear to be that of Carmen Miranda and the only indication as to when it may have been painted is a small "99" in the bottom right corner.
Beneath the mural is a restaurant named "Cubana" and one can only image the fun and games the management must have had trying to get this past the local planning committee.
