This water wall is recessed into a replica of the facade of a department store that was razed to make way for the present buildings, the post-modern Monarch Place and the Sheraton Hotel. A plaque on the basin of the water wall states that it is "dedicated to the people of the City of Springfield in celebration of their support of the revitalization of the center city, April 1988".

Located in the heart of the busy downtown area, the water wall provides a cool oasis where visitors and workers can rest and enjoy the sound of falling water when the temperatures remain above freezing in Springfield, generally May through October.
