This is one of a few artistic chairs located on Chicago's Navy Pier.

This chair is one of four pieces located here by the artists Suzanne Rampage and Sara McLean. This piece is entitled "Spring" and the other three works are named after the other three seasons. This piece is clearly paired with the ottaman entitled "Fall". This piece has mosaic floral designs all around the chair.
A placard indicates the sponsor as Metropolitan Pier and Exposition Authority.
The works are located near (and part of?) the collection of the Smith Museum of Stained Glass on Chicago's Navy Pier.
The hours of availability are not readily available online...but based on when businesses are open near the Museum.... it would appear that the artworks can be viewed from at least 9 a.m. to 10 p.m. There is no charge.
