This chair and ottaman are located near (and part of?) the collection of the Smith Museum of Stained Glass on Chicago's Navy Pier.
The whimsical piece depicts a side chair with 2 infants on its back and a dog on its cushion. The ottaman depicts a young girl lying on her back backwards with a dog on her belly. The chair and ottaman are part of a multi-piece work entitled "TV Funtime" and is by artist Lois Kelller.
The other pieces of the work are a couch (WMBWRQ) and a television featuring Bozo.
The placard sites a website which is no longer active.
It also indicates the sponsor as Metropolitan Pier and Exposition Authority.
