Unfortunately, at the time of this posting, the lower portion of the obelisk was obscured by plywood...apparently to protect it from construction activity in the area.
Not sure what is being depicted. At least one of the figures may be a representation of an Indian...and perhaps the Indian is crying. Other figures appear more European...but with hearts on their clothing?
There is no signage indicating artist, title or date visible at the site (perhaps it will be revealed when the plywood is removed?) and an internet search proved unsuccessful as well.
