My friend Dan and I fish this section of the river above Fredericksburg, VA, from my kayak several times a year.

To date, Dan has caught the largest smallmouth bass, a 17"er. From the Virginia state ramp you can fish the upper and lower pools. We like fishing the Stafford side of the river under the overhanging trees and bank.
Recommended tackle: Ultra light 4-6 pound line

Recommended fishing methods:
We like using the Rebel diving crayfish, Case stix baits and leadhead jigs with Gulp silver and black 3" minnows.
