The sugar loaf came into use during the 17th century as a pub sign. Until the 18th century refined sugar was often sold in the distinctive conical shape of the loaf - indeed I remember, as a child, grating salt sold this way for my Grandmother. It was originally used by grocers as a shop sign, but was adopted by public houses - perhaps by people running both businesses.
