This artistic welcome to Hillard is painted on a wooden sign that is located along the side of a building on U.S. Route 1 on the south side of town. The painting features a forested scene with a boat on a river with someone fishing. It also has a train locomotive, a lumber truck, and a plane flying overhead. At the top of the painting is the phrase "Home of the Flashes" with lightning bolts on either side.

Hilliard, Florida, is a little town located in North Florida very close to the Georgia border. Along with a couple of other small towns, Hilliard sprang up in 1881 following the construction of the Waycross & Florida Railroad Company when it was completed from Waycross, Georgia, across the St. Mary's River at Boulogne, south to Callahan, then onto Jacksonville, thus the locomotive on the welcome sign. Logging is a major industry in the area surrounding Hilliard with the lumber being used in the manufacture of paper and other wood products, hence the lumber truck. And finally, Hilliard is home to a Federal Aviation Administration Air Traffic Control Center that is responsible for coordinating the majority of commercial and civilian air traffic for the southeastern United States, thus the airplane.
