Local brewer Albert Fisher constructed the building in 1903 to house the Utah Federation of Labor. The building was designed by Richard Kletting, architect of the Utah State Capitol and Saltair. Elaborate flower details and peering lion heads decorate the building.
Fisher decided to remodel the building as a hotel in 1913. The North side of the building still bears the sign for the Hotel Plandome.
