The observatory is located on the property of the Central Experimental Farms just south of Carling on Observatory Crescent.

The observatory's original purpose was precise timekeeping and measurement of geographical co-ordinates to assist surveying. Eventually, astronomy, astrophysics and seismography were added to the mandate of the observatory.
In addition to the 15-inch refracting telescope, the observatory included a transit telescope (to measure precise longitude) and coelostat (to study the Sun).
After the observatory was retired, the 15-inch telescope was moved in 1974 to the campus of the Canadian Museum of Science and Technology where the telescope continues to be used at the Helen Sawyer Hogg Observatory.
