There is no plaque or other identifying information on the statue, however, a little research, and I found this information.
This statue was sculpted by Robert Tait McKenzie, a surgeon, physical educator, and teacher. Dr. McKenzie honed his skills as a sculptor by using sculptures to teach anatomy to his students. He was a personal friend of the Boy Scouts founder Sir Robert Baden-Powell.

"He became a member of the Philadelphia Council Executive Board in 1911 and remained until January, 1938. It was quite fitting that he should be called upon in to create the statue known as The Boy Scout, because of his own conviction that Scouting was, through the Oath and Law, a means of developing youth physically, mentally and morally into more vigorous manhood. This statue of the Scout on Franklin Parkway in Philadelphia is universally accepted as the Ideal Boy Scout."
The statue is a life size bronze image of a standing Boy Scout. There is absolutely no patina on the sculpture. I tapped on the statue and it does indeed fell like bronze, it probably has a protective coating on it to protect it from the elements.
