[A speech delivered in the U.S. House of Representatives, Friday, 20 August 1937] using the above quote Eckert said,
"...When it is remembered that America's first claim to greatness lies in the fact that she was established as the land of the free, and also remind ourselves that liberty is maintained only where justice is secure, and that justice rests upon the rights of man, bestowed by Nature, it is clear that the attainment and preservation of the gifts of Nature to man must be the statesman's and the lawmaker's primary and deepest concern. Therefore any civil enactments that violate the elemental rights of man bestowed by Nature are unsound and have no place in the governmental structure of a free people..."
