Civil War Memorial with several different elements. As described in the Smithsonian Art Inventory:
"A column surmounted by a female figure representing the City of Buffalo. Encircling the column near the base is a bronze relief depicting scenes of civilians answering the call to arms. The relief also depicts a scene of Lincoln announcing his emancipation proclamation, flanked by a drummer boy, a cabinet officer, and an army officer. Above the relief band is a cast bronze emblem with an eagle, flags, and a cannon. On four pedestals that project from the base of the column stand four figures representing the infantry, cavalry, artillery, and the navy. On the front of each figure's pedestal is a cast bronze relief of an eagle and shield."
The column is inscribed:
This City Has Built This Monument In Grateful Remembrance Of The
Soldiers And Sailors Who In The War To Maintain The Union Laid Down
Their Lives In The Cause Of Their Country And Of Mankind
The Coming Generations Taught By Their Example Will Cherish The Fruits
Of Their Valor And Devotion And Make Their Memory Immortal.

From These Honored Dead We Take Increased Devotion To That Cause
For Which They Gave The Last Full Measure Of Devotion And We Here Highly
Resolve That These Dead Shall Not Have Died In Vain, And This Nation
