The sculpture is in the middle of the Praca Luis de Camoes. The scout is dressed in traditional clothing and is holding a flag in one hand and a hat in another. On the base of the sculpture is etched "Siempre Listo." This can be translated as "Be prepared." Ironically it's in Spanish and not in Portuguese (the language of Brazil)
