Although there's no information present at the sculpture, according to the Smithsonian Art Inventory this is an abstract rendering of a gopher tortoise, with its head, tail and four feet extended.

Each year the city of San Antonio hosts a Rattlesnake Festival in the park. Activities include Turtle Races in which contestants pull mechanical turtles made of wood along strings in a race to the finish.
