During the 1960's, the Tennessee Valley Authority (TVA) was buying up large portions of Land between Kentucky Lake and Lake Barkley with the purpose of eastablishing the Land Between the Lakes National Recreation Area.
F.L. Ramey, Evelyn Ford, arte Mishie Ramey, Juanita Ramsay, and James T. Ramey, the children of James Finus Ramey and Drucille North Ramey, donated 5.0 acres of Land (Tract No. 5BN:LBL-11) to the United States of America for the LBL project in July 1966.
TVA promise a permanent memorial to James Finus Ramey and Drucille North Ramey on the high point of theitr property. Here lies the "permanent" overlook which, since the U.S. Forest Service took responsibility for LBL, has fallen unto worst times.
