The Chedi Khao Lang Bart is the principal Buddhist shrine in the city of Phang-nga, which is the capital of the southern Thai province of the same name. The chedi is located on the western edge of the city, on a high point. The observation point is small, merely a narrow walkway around the chedi itself. Ascending requires climbing a fair number of steep steps. From here one can see most of the not overly large city, though the view is partially obscured by tree branches.
The site is accessible at night, but I strongly suggest bringing along your own light. Admission if free, though a small donation at the offering box is always appreciated.
There are plans to expand and make the site into a major attraction, however, not soon.
