Welwyn Garden City is a new town and has little in the way of traditional pubs or names. The Holly Bush is therefore an obvious name to give a pub here.

In another location this might have been linked to Saturnalia, the Roman god whose festival was celebrated in December. Saturnalia's symbol was holly.
