The memorial started as the simple concrete monument standing in front of the main monument of today. The simple monument was moved to Bicentennial Park in 1990 from Weeks Field to increase its visibility to the public. This simple monument is inscribed,

The memorial was expanded in 2001 through the efforts of many individual citizens, civic and veterans organizations, and businesses from Fairbanks and around Alaska. The expansion of memorial was designed by Pananen and constructed by the Alaska Laborers' Apprenticeship and Training Program. It is inscribed:
