This mural tells you that Oregon became the 33rd State on February 14, 1859. That the county of Polk was named after President James K. Polk (1845-1849). That the city of Dallas was named after Vice-President George M. Dallas (1845-18490. And the date on the Polk County Courthouse is 1899, which I am assuming is when it was built. The artist is Kev Kohler, with the date of 2008. Very well done. Very informative. The problem is in the viewing from the street, it is partially hidden by a fast food stand. The same artist has another mural across the street to the west.
