This building was originally designed as a three-section building 270' x 100' that could be built in modular fashion. After the south wing was completed on 1890, the plans were redrawn by a new architect to make it 342' x 190', substantially larger than the original design. The financial panic of 1893 delayed the completion date until 1902 when the front (western) section of the central portion, including the tower, was finished.
