Full name: Patung Selamat Datang (Welcome Statue).

This statue was created to welcome foreign athletes to the 1962 (#4) Asian Games. It is located in the prestigious centre of the city, surrounded by classy hotels and other tourist and cultural sites. The statue takes the form of a man and a woman waving a joyous hello to incoming visitors. The statues stand aloft on a high tower (~30m).

A large (~50m diameter) fountain surrounds the monument. From what I have seen on flickr and other sites, this monument is a major photographic subject.
