The villa was owned by various cardinals from the 16th centruy to 1890, when ownership passed on to Senator Paganini.

In 1934, the city of Rome purchased the land for public use, and at its opening, on April 21, 1934, the italian leader Benito Mussolini was present. Also noticeable in the park is a monument to those that perished in World War I, placed in 1938, with a scupture by Arnaldo Zocchi (b. 1862, d. 1940).
