This dog statue is at the Yamato Museum outside Hiroshima.
There are actually several dog statues in a line.

The first dog in the line is only a statue of his head, the last dog in the line is only the back end of the dog. I couldn't find (or read) a plaque explaining the dogs or when they were placed there.
