Sihanoukville is a small city, and capital of the province of the same. It is Cambodia's sole deep water port, and resort town, with a wide range of tourist facilities—a pleasant place to spend some time. The population of the town is given as 200,000 (though that seems too large to me).
Overlooking the town is Pagoda Leu. On the Pagoda grounds there is a lookout point from which it is possible to obtain a good view of the town to the west, overlooking Victory Beach (which is the main of the three beaches in the town). Entry to the Pagoda is unrestricted, though a donation is always appreciated. To reach the Pagoda private transportation is necessary. There are a few other (small) tourist attractions in the vicinity.
I do not know if the Pagoda is accessible at night. Having said that, there are not too many city lights in the town at night.
