Denver's 16th Street has always been an important location for business and commerce. The street was closed in the 1970s and turned into a successful pedestrian mall with a free bus shuttle roughly every two minutes.
The photo is a bit askew since the trees that now line the mall would obscure the view of the D&F Tower.
