Rozhledna na vrcholku Chlumu 416 m n. m je vlastne takovym pamatnikem, na dnes jiz zapomenuty Svaz ceskoslovenskych delnickych turistu. Svaz vznikl v roce 1921, a prestoze byl celostatni, centrem jeho cinnosti se brzy stala Plzen. A prave mistni pobocka v Doubravce prisla s myslenkou postavit na Chlumu vyletni stavbu s rozhlednou. Po cele republice probihaly sbirky, ktere vyvrcholily roku 1926 polozenim zakladniho kamene. Stavitel Hegner, jenz mel k dispozici nasbirany penezni obnos ve vysi 120 000 Kc, setril, kde se dalo.
