All the travel guide has is:
Near the tree at the east end of Hattie St. is a covered bridge built before the War between the States.

----- TENNESSEE - A Guide to the State (third printing 1949)

Which refers to the ~134 ft covered bridge over the Doe River in downtown Elizabethton. Per the nearby TN historical marker: "The bridge over Doe River was built early in 1882 at a cost to the county of $3000 for the bridge and $300 for approaches." This would be roughly $69,000 in current dollars before government regulation.
