This mark is located on Richmond Street at the south side of the bridge over the entrance to the Callahan Tunnel. The mark is in the center of a sidewalk, towards the east end of a slab of the walk. It is in a portion of the sidewalk that is slightly ramped, as it is an entrance to a small parking-ish area for authorized vehicles. The mark is approximately centered with respect to that driveway.
